What permits and documents are required to organize a drone show in Portugal?

Putting on a drone light show in Portugal is absolutely possible, but it comes with specific regulatory steps under ANAC (Autoridade Nacional da Aviação Civil) and EU-wide drone rules.
First, the operator must be registered as a UAS operator within the EU. If your company is already registered in another EU country, that registration is valid in Portugal — but if Portugal is the first country of operation, registration must be completed here. In addition, pilots need the appropriate EU drone license (usually A1–A3, sometimes A2 or higher depending on the type of operation).
Because most drone shows involve night flights, large numbers of drones, or flights over people, they cannot be performed under the standard “open category.” Instead, they fall under the Specific category. That means the operator must hold an Operational Authorisation (OAT) or a Light UAS Operator Certificate (LUC). When bringing a certified operation from another EU state, a cross-border notification (CBO) must also be filed with ANAC, including a local risk assessment tailored to the show site.
Airspace is another critical step. NAV Portugal (the national air navigation service provider) manages restricted and controlled zones. Temporary airspace approvals are usually required for urban or coastal venues, especially near airports.
Beyond aviation authorities, shows often need local approvals. Municipal councils, tourism boards, cultural heritage bodies, or private landowners may all have a say depending on where the show is staged. If the site is in a protected natural area, approval from ICNF (Instituto da Conservação da Natureza e das Florestas) may be required.
Authorities also require a comprehensive safety plan. This covers crowd management, fallback zones, emergency procedures, and safe landing sites. For public shows, a risk assessment aligned with ANAC’s framework must be submitted.
Night flights are permitted, provided drones carry the correct green flashing light, and operators comply with visual line of sight (VLOS) rules, a maximum altitude of 120 m, and all privacy regulations.
In short, organizing a drone show in Portugal involves EU-level certification, ANAC approvals, airspace coordination, local authority permits, safety documentation, and liability insurance.
